What about a horn that doesn't turn off? I had to pull the fuse on mine... any suggestions? Its like the terminals were permanently touching on the steering wheel... because it was intermittent for a while and if I hit (gently) the steering wheel a certain way it would stop it.

The horns on the 97-99s are notorious for not working. Mine quit a while ago - both were both suffering from a loose ground.
This ground, or the horn relay, are typically the issue, from what I've heard. Check the ground first - you can get to the horns by removing the amber turn signal light assemblies in the front bumper (below the headlights). The relay is easy to replace too, but you'll have to get a new part.

Has anyone put tougher sounding horns on their Monty? The stock one is embarrassingly wimpy. Maybe some of those dual air horns at every corner auto parts store?

Likely to be a sticking horn relay located in the engine compartment above the passenger side front wheel area. The relay sticking is a very common problem and can occur ON TOP OF a horn with bad ground connections. I have seen issues where the horn would "sleep" due to a bad ground- while driving the owner would attempt to honk the horn unknowingly getting the relay stuck in the "honk" position. Since the horn is asleep, nothing would happen. Then in the middle of the night, a vibration from another car would "wake" the horn- and since the relay is stuck to "honk", the horn would honk constantly as if someone is holding the switch down. I have seen this happen on countless occasions.

What about a horn that doesn't turn off? I had this problem and it was the piece inside of the steering wheel. I'm not sure what it looks like on the inside, but I pushed just outside of center and popped it back out to make it stop. I ended up having the dlr change out the part inside where the contact is made. Rick-

I've got the same problem on my 2001 MS LS.
Currently, the dealer did me a favor and cut out the horn. The horn still beeps when I lock the doors using the remote, but no longer works from the horn. The dealer says it's the horn pad on the air bag... translation $800 to replace the airbarg. Is there any DIY fix to this at all? If not, is there something the dealer can fix/replace without charging for a new airbag?

I picked up a cheap little dual air horn package recently and it sounds pretty good. Not as tough as an 18-wheeler but, definetely not the wimpy one I had before. Harbor Freight Tools has chains all over and their cheap horn package was 20 bucks. The hardest thing about the install was finding the room for it under the hood.

I've been thinking on going down to Caddy or Lincoln and getting a REAL horn! I have so many modified parts on my truck already, why not a cool sounding horn? LOL
