I've had semi-chronic (every 20K or so) clogged throttle body problems and I'm now at 96K. I routinely spray solvent to clean it out (every 10K or so) - that seems to help. However, my idle rpm has been lowering gradually since the last time I had it in the shop to flush the throttle body. I'm yet to change my sparkplugs (planning on that soon). My Monty has been idling real low.....around 300 rpm's. Could the spark plugs be the problem? Any other suggestions?

It'd be a good idea if you disconnect your battery each time you clean out your throttle body so that everything can start out at square one. If you try that and all else fails, you can attempt to reset your base idle speed. Do this immediately after disconnecting/reconnecting your battery and cleaning out the throttle plate-
Allow the engine to run until at running temperature and keep it running throughout this proceedure. At the passenger side firewall, your find a brown dummy connector cover at the end of a single wire. Remove the dummy connector and ground the single wire. This will set your Idle Speed Control (ISC) motor at a base setting and also set your ignition base timing to spec. With this wire grounded, remove the rubber plug to the SAS screw (speed adjustment screw) located just above the throttle linkage in the throttle body. Set your base Idle speed to 700 RPM +- 50 rpms . (CW to lower and CCW to raise). Once you hit the target, disconnect the grounded wire- ISC motor will kick in bringing your RPM's roughly to 750... If your satisfied with that....allow your engine to idle and go inside the cabin and turn on the AC. Your idle speed should bump up roughly 200 rpms for a few seconds before working it's way back down to 750 or so. If it fails to do so...you ISC motor maybe on it's last leg.
Worn spark plugs will affect your idle quality but mostly affect your engine's drivability. I highly doubt that replacing your plugs will reduce the above symptoms you mention...though at your mileage, I'd recommend that you have them replace.
