I just bought a 1999 Monty and sometimes it smokes when idling, most of the time it doesn't. Check engine light is on as of now but it goes off and comes on every once in a while. There is no water in the oil and the exhaust smoke, when it does smoke , does not smell funny/bad. Any thoughts?

Worn valve stem seals. I would try doing a oil change using 10w-30 valvoline max life and a can of V6 restore you can buy at Walmart with the oil. I've used that for years and have no problems.

My previous daily driver 95 Galant and a couple friends with Hondas and Mazdas with similar issues with smoke from worn out valve seals switched to synthetic oil and never had issues like that again.
