so my friend just told me in a text no longer than 3 min ago that you can but window tint "film" and put it on your car. is that true? how much is it usually? and i know there are ratings for how dark it is? isn't it like 5% reflectivity, that's not much is it?

Usually the percentage rating is for how much light transmitance the film allows. Example, if a clear piece of glass allows 100% light through, then 5% allows on 5% of that light through. In some cases the rating could be reverse and refer to the amount of light blocked.... either way look at it.... you will figure it out.

the percentage is the amount of light that passes through ie. 5%tint only allows 5% of light through. 5% is usually limo black btw. in most states 30% is the legal limit, but its only illegal if they bust you for it. i have had 2 1/2% on mine for example for 4yrs. and have had no problems. usually if you get busted you just have to prove to the judge that its been removed. you can buy it at most car parts stores and at walmart. i did mine myself. its not too hard and its saves a lot of cash. i did my monte for about $30

The problem is when you do it yourself with walmart stuff, its a dyed film and after time it will blue, or purple on you. Most prof tinters now use film that is metalized. No color change after time and abuse.
