As far as the mileage, the 31"s will affect mileage, as far as cutting in half, it's gotta be something more than that, unless you're flooring it at every stop you come to so you can hear the rumble. I have a magnaflow and I know that I'm heavy on the gas b/c of that, and I went down to about 13 MPG at one point. Your CAI won't affect the mileage that dramatically either.
As for the idling problem, I'm not sure if there are, but if there are any sensors near where you're muffler was and they're now no longer correctly reading the fumes, it could be affecting other things such as your idling, but that may be completely wrong, so hopefully someone else will jump in.

Did you connect your intake directly to the outside air? This can cause problems with your MAF and if you managed to damage your O2's when modding the exhaust you may be experincing idle problems. Any codes yet?

In case this hasn't been solved yet... For the stall issue, the first thing I would do is clean the TB and IAC (the pintle that controls idle speed) and check the related wiring harness. The stalling could also be caused by issues with the speed/distance sensor. The controller uses this to determine when exit decel fuel cut-off and start idle control. It could also be that the change in tire size has thrown off the calibration enough to cause problems. If so you would want to adjust the TB blade stop setting (assuming there blade stop adjustment.) Reseting the controller may also help it relearn any settings related to the IAC. Another possibility is leakage around the MAF sensor. I have seen leakage on a coast down cause a higher than real airflow numbers. The ECU drives the IAC pintle closed to reduce airflow. Then when the vehicle slows and the ram effect is reduced the ECU is caught off guard and can't open the pintle fast enough... Final cavet, I am not familar with Mitsu specific setup, but engine control algorithms in general. Ed Kelly www.kmperformance.com

Hey Ed, good to see you on here! For anyone who does not know Ed is the guy who did the port and polish on my heads. I am sure everyone will be grateful for any input you have to offer! Clay

Sounds stupid but I just had a problem with my 98 montero sport where i would turn it on and it would rev up then die and if it got running it would die whenever I stopped, the problem was slack in the throttle cable.
