Ok, I just finished relocating my front license plate to the right side of my bumper to cover up this dent from the previous owner. I used the license plate bracket from an Evolution, which happens to fit pretty well. Stage 1 complete.
Stage 2 is gonna deal with cutting out all that plastic stuff in the bottom grill and fitting a black grill behind the bumper. The grill will cost about $7 from Home Depot, plus a can of black spray paint. The only problem right now is covering up the holes that will be created from cutting away the plastic bumper stuff.
What are your suggestions on this? My idea is to use some black plastic molding all around the front bumper hole, and possibly paint it black, but I'm wondering what to do with the license plate area. Maybe cut two slits like the Evolution?
Yeah, I know this probably doesn't make too much sense, so I'll try to get some pics tomorrow.

put some mesh behind the holes and bondo them up, smooth them down. like a drywall repair, which i get to do tonight.

to take out the center bar will be a lil bit of werx, what i would recomend would be to leave that bar and just cut out the thin bars. That bar may be something structural and will not hold itself together. i could be wrong on that cuz i dont know the older tero bumpers. If u do cut it to fill in the hole u will need to fiberglass in a patch. I would just over lay the whole area around it to make it easyer to blend in the body werx. not to bad a job if ya know a lil body werx just make sure u get some build cuz if not it will crack! good luck Oz

fiberglassing seems like too much work. i'm probably just gonna spray paint it black and then place a black screen on the outside. getting it to fit properly may be a problem though, along with fastening it. not too crazy about taking my front bumper off.

u wil lhave problems mounting it on the outside and it wont look finished. thats why i suggest cutting out the thin parts in the grill and leave the big support. u can kut that and not have to fill it in. then paint the support black to hide it and then mount the grill from behind. then u can mount it with zip ties just drill small hole in the corners to hid em. it can be done with out takeing it off but it is easyer! sanded down the cuts i made, and gave the whole front bumper hole area 4 coats of glossy black paint. a cardboard cutout of the hole was made for a pattern and will be cut shortly. a rubber molding will be wrapped around the perimeter, before being bolted on with some L brackets.
