I'm gonna put after-market fog lights on my '03 MS (There was none). I looked in the fuse block under the dash - the only hot outputs were hot all the time - even with the key off. I don't want to use them because it would be too easy to leave the fog lights on accidently. I can get power out of the relay box under the hood - the receptacle where the OEM fog light relay would plug in. But, this is only hot if the headlights are on. Where can I get power, anytime the key is on?

Or buy a Digital Multimeter, and test what is "hot" and when...

Oh, I havve a tester....my problem is, none of the available take-offs are hot when the key is on, and the lights are off.

or wire it directly from your battery to a toggle switch. I bought a decent KC kit that fit where the stock ones would have gone, made some custom brackets, wired in in, and now I blind cars on a regular basis

You can use the parking lights as a trigger. Look behind the headlight and see if you can trace the wires coming from the park/signal lamp. Just find the hot lead for it. Make sure you use a relay.
