Im in the philippines and yes you can, granted you dont have any smog tests to go through. I removed mine all together and replaced the main cat with a muffler that gave the exhaust system the necessary back pressure. Note i tried a free flow muffler for a while but that didnt work due to the lack of back pressure. I have a resonator in place of the main cat and then a free flow muffler after that.

Sorry to dig up this thread again...
I removed the pre-cats out of my Nissan Maxima by installing a down-pipe from Warpspeed. The system eliminates the pre-cats and the pipe diameter is bigger for better flow. I also installed a hi/flow cat, custom catback, resonator, and magnaflow muffler. The performance gain is very noticeable especially with a custom CAI that my buddy and I fabricated. I still passed smog, in California, I just have to drive around for about 30 min and let the engine run before getting the smog-check. The pre-cats are only needed for cold start, once the engine is warmed up, the pre-cat is no longer necessary. Again this is on a Nissan Maxima but I am pretty sure that it will also apply to any exhaust system.
