I have recently installed a Old Man Emu lift kit with rear springs, shocks front and rear along with the longer torsion bars. The vehicle stance is the same only slight higher. I needed the additional height so I can run a slightly bigger tire. I would like for the vehicle to sit level. Does anyone know how to do this? The rear of the vehicle is 1.5 inches higher than the front.

Crank up the thicker (not longer) torsion bars. And take the load off them 1st. (Jack up front end)

When you crank up the torsion bars, do you need to get taller shocks? I read that when you get the ome shocks that the rear ones are taller but the front ones are about the same.

Front ones for OME are a little bit longer, not much, but are made to handle the longer travel before they max out. But yes you should change shocks if increasing ride height much. IMO at least.

Is it possible to put body lift spacers just in the front half of the vehicle? I'm only looking for 1 inch of additional height in the front so the vehicle sits level.

NO, do not put spacers in the front only.
The body has to sit squarely with the frame, if you put spacers on only part of frame it will twist and bend the body badly when tightened down. Or if you left the middle ones loose to even the gaps it would be dangerous as he'll and probably break the body bolts leading to the vehicle continuing down the road while you and rest of body are left behind or fall off sideways in a corner one day.
I could be wrong, I'm no mechanical engineer but the thought of doing that would scare the heck out of me.

Think of putting two flat pieces of metal together.... now put a 1 inch puck in the front. Now torque everything down... the top piece of metal will bend in the middle... now that would be the body of your truck bending... bad juju! You need to adjust the torsion bars a bit higher. The truck is designed with a rake fyi. Helps with rear load capacity and trailer weight. Look at most stock trucks, they are the same way. If you need the additional clearance... body lift the whole truck. I went 2 inches all around with my body lift. Have not done the OME yet. Truck clears 33s. The shop leveled the truck from the factory rake via cranking the torsion bars a touch.

Doing the suspension is a whole lot easier than body lift...and actually adds to handling... my .02 And the 00-04's wallow like a crown vic with bad shocks not very comforting on an exit ramp. But since you installed the whole kit just up the bars, the shocks they sent will work well

Sway bar bushings will fix the body roll as well as new shocks.

I guess I will leave the stock rake alone. It's fine just thought it might look better sitting level. the vehicle does ride and handle much better since installing the Old Man Emu lift kit and the new tires and wheels help too. Thanks for all of the input. Does anyone know who might make a rear bumper with a swing out spare tire carrier large enough to carry a 285/70/17?

That's a whole other issue! LOL! nothing production unless you want to get it from overseas. Check ot this thread... msport97.proboards.com/thread/11360/rear-tire-carrieron page 9 bdmontero shows an option that uses a hitch mount. I will be considering this in the future...
